This bill updates Colorado's commercial vehicle muffler requirements by mandating that commercial vehicles powered by internal combustion engines must have a muffler that can be visually inspected to ensure it is present, intact, and functioning properly. If a muffler cannot be visually inspected, the vehicle's operator must have documentation showing the muffler's previous installation, including details like the purchase date, make and model, and the business that sold and installed it. The bill increases the fine for non-compliance from $500 to $1,000, but allows for a 50% reduction if the owner installs an appropriate muffler within 30 days of receiving a citation, and waives the fine entirely if documentation proves a muffler was in place before the citation. Additionally, the bill requires that all state construction contracts include language mandating that contractors' and subcontractors' commercial vehicles comply with these muffler requirements. The new regulations do not apply to farm vehicles, and the law is set to take effect on July 1, 2027, subject to potential referendum.
