This bill creates a revolving loan fund through the New York State Energy Research and Development Authority (NYSERDA) to provide zero-percent interest loans to the New York City Housing Authority (NYCHA) for implementing microgrid systems powered by renewable energy. The loan fund will support the construction and installation of solar energy systems, battery storage, or other zero-emission technology systems that can function as microgrids for NYCHA housing. NYSERDA, in cooperation with the New York Power Authority, will issue a competitive request for proposals from project developers to implement these systems. The microgrid projects will be designed with consideration for "beneficial electrification" policies under the Climate Leadership and Community Protection Act. Additionally, the bill allows for any excess energy generated by these systems to be sold back to the electrical grid, despite potential contrary public service commission policies. The New York Power Authority is also authorized to use a portion of its net income to support electricity, heat, and hot water services for NYCHA tenants through energy performance contracts. The act would take effect immediately upon passage.
