This bill creates a revolving loan fund through the New York State Energy Research and Development Authority (NYSERDA) to provide zero-percent interest loans to the New York City Housing Authority (NYCHA) for developing microgrid energy systems. A microgrid is a localized energy network that can generate and distribute electricity independently from the traditional power grid. The bill directs NYSERDA, in cooperation with the New York Power Authority, to issue a competitive request for proposals from project developers to construct renewable solar energy systems, battery storage systems, or other zero-emission technology systems that can function as microgrids for NYCHA housing. These microgrid systems will be designed with consideration for "beneficial electrification" policies under the Climate Leadership and Community Protection Act. Notably, the bill allows any excess energy generated by these systems to be sold back to the electrical grid, despite potential contrary policies from the public service commission. Additionally, the New York Power Authority is authorized to use a portion of its net income to support electricity, heat, and hot water services for NYCHA tenants through energy performance contracts. The act is set to take effect immediately upon passage.
