This bill amends Pennsylvania law to provide residents of condominiums, cooperatives, and planned communities the right to dry clothes outdoors, while still allowing associations to maintain reasonable restrictions. Specifically, the bill prohibits associations from imposing unreasonable restrictions that prevent residents from drying clothes outside within their unit or assigned limited common elements. Residents must dry clothes in association-approved areas that are not visible from front entrances or public areas. Associations retain the right to create reasonable rules about the time, place, and manner of outdoor clothes drying, and can prohibit such drying if it poses safety risks, impedes emergency evacuation, or obstructs views or access to other units. The legislation does not limit associations' broader authority to create and enforce other bylaws and regulations, and it will take effect 60 days after passage. The goal appears to be balancing residents' desire to use solar energy for drying clothes with maintaining the aesthetic and functional standards of shared living spaces.
