This bill directs the division of criminal justice services to establish a comprehensive, statewide public database that will track misconduct among law enforcement officers across all local police departments, county sheriff's offices, state police, and other agencies employing peace officers. The database will specifically compile names of police or peace officers who have been terminated due to various types of serious misconduct, including but not limited to domestic violence, sexual violence, assault, harassment, criminal offenses against minors, excessive use of force, violations of federal civil rights laws, perjury, falsifying police reports, evidence tampering, and deadly physical assault. Additionally, the bill requires the chief of every police department, each county sheriff, the state police superintendent, and heads of agencies employing peace officers to report all necessary information to the division in a manner defined by their regulations. The database aims to create transparency and accountability in law enforcement by providing a centralized record of officer misconduct. The bill will take effect 90 days after becoming law, with immediate authorization for developing the necessary rules and regulations to implement the database.
