This bill establishes a tuition and laboratory fee exemption for paramedics employed by political subdivisions in Texas who are enrolled in emergency medical services curriculum courses at public institutions of higher education. The exemption applies to tuition and lab fees but not to property deposits or additional tuition charges. To maintain the exemption, students must make satisfactory academic progress toward a degree or certificate. The Texas Higher Education Coordinating Board will develop rules specifying the educational attainment and certification levels required to qualify, determine student eligibility, and create a uniform listing of eligible degree programs. There are some limitations on the exemption, including restrictions on distance education courses (no more than 20% of a course's maximum enrollment can receive the exemption) and graduate-level tuition. The bill will take effect for the fall 2025 semester, either immediately if it receives a two-thirds vote in the Texas legislature or on September 1, 2025, if it does not. The goal of the bill appears to be supporting continuing education and professional development for paramedics by reducing financial barriers to higher education.
