AI Summary
This bill introduces several new provisions to improve student safety and parental rights in school settings. First, it requires the Department of Education to review nonviolent crisis intervention training programs and make recommendations to school corporations. The bill mandates that each school building with classroom instruction must have at least one employee trained in nonviolent crisis intervention who is present during school hours. This trained employee will be responsible for de-escalation and responding to instances involving chemical, mechanical, or physical restraints, seclusion, or time-out scenarios. Additionally, the bill prohibits school corporations from preventing parents from recording meetings about their child's individualized education program (IEP), which is a specialized learning plan for students with disabilities. The bill also establishes a new requirement that if a student dies, transfers, drops out, or withdraws from a school, the school cannot remove the student's personal property (stored in lockers, desks, or cubbies) without first giving the parent an opportunity to collect those items. Notably, this does not restrict law enforcement's ability to search or seize property during an investigation. The bill declares an emergency, meaning it will take effect immediately upon passage.
