This bill authorizes the Department of Law Enforcement to establish and implement traffic cameras to enforce traffic laws by issuing citations by mail for violations that do not require physical arrest. The bill specifies that the department can procure, locate, and oversee traffic cameras, potentially using third-party contractors, and must cooperate with counties when cameras are installed on state property. Importantly, any compensation to camera equipment vendors must be based on the value of services and equipment, not on the number of fines issued. Before implementation, the department must conduct a comprehensive public education campaign at least 60 days prior to activating the cameras, and during the first 30 days of operation, only warning notices will be sent to vehicle owners instead of actual citations. The bill also introduces a significant legal consequence for tampering with traffic cameras, making the intentional destruction or damage of a traffic camera a class C felony.
