This bill modifies Hawaii's Rent-to-Own Program by clarifying and expanding the eligibility of dwelling units and extending the fixed sales price period. Specifically, the bill allows dwelling units to be either fee simple properties (full ownership) or leasehold properties on state or county land with a minimum 99-year lease term. The legislation increases the time period during which the sales price remains fixed from five years to ten years after the rental agreement is executed. During this ten-year period, program participants have the option to purchase the unit at the originally designated sales price. If a participant chooses not to purchase the unit within the ten-year window, they must forfeit their right to live in the unit, and the property will be made available to another potential purchaser or renter. The changes are intended to provide more flexibility and a longer window for potential homeowners to decide on purchasing their rented unit. The bill is set to take effect on July 1, 2050.
