This bill transfers the stewardship of the Royal Mausoleum (Mauna Ala) from the Department of Land and Natural Resources (DLNR) to the Office of Hawaiian Affairs (OHA), ensuring a smooth transition of all associated rights, powers, functions, and duties. The bill provides comprehensive protections for current employees, guaranteeing that no state employee with tenure will lose salary, seniority, benefits, or job status during the transfer, and allowing them to be transferred to civil service positions without additional examination. Additionally, the bill mandates that all existing appropriations, records, equipment, contracts, and other property related to the Royal Mausoleum will be transferred to OHA, and all existing rules, policies, and guidelines will remain in effect until formally amended. All existing legal documents and agreements previously held by DLNR will continue to be valid, with references to DLNR being automatically construed as references to OHA. The transfer is designed to be seamless and protective of both the institutional knowledge and the individual employees involved, with the act taking effect immediately upon approval.
