This bill mandates that the Department of Accounting and General Services (DAGS) implement a comprehensive cardiac emergency response program across state buildings, including public schools. By January 1, 2026, DAGS must install at least one automated external defibrillator (AED) - a portable device that can diagnose and treat cardiac arrhythmias - on each floor of every state building, positioned in accessible locations. The bill requires DAGS to develop a cardiac emergency response plan in collaboration with county emergency service providers, integrating evidence-based guidelines from organizations like the American Heart Association. Additionally, the department must provide cardiopulmonary resuscitation (CPR) and AED training for employees in specific state agencies, including the governor's office, legislature, Department of Education, and others, using nationally recognized training guidelines. The bill also ensures periodic AED maintenance and inspections and provides liability protections for individuals who administer AEDs or perform CPR in emergencies. To support these initiatives, the bill appropriates funds for AED installation and training programs, with the entire act set to take effect on July 1, 2025.
