This bill provides funding to establish eight new positions within the Division of Aquatic Resources (DAR) of the Department of Land and Natural Resources to address growing environmental challenges in Hawaii's aquatic ecosystems. These positions include various levels of aquatic biologists (ranging from level III to V) and fishery technicians, specifically targeting critical areas such as permitting, environmental review, emergency response, invasive species management, noncommercial fisheries, and specialized roles for Molokai. The legislature recognizes that Hawaii's streams, estuaries, and reefs are facing significant threats from invasive species, habitat degradation, pollution, reduced freshwater flow, and natural disasters, which have negatively impacted local fishing and gathering practices. The bill appropriates funds from the state's general revenues for fiscal years 2025-2026 and 2026-2027 to support these new positions, with the aim of enhancing the DAR's ability to manage, conserve, and restore the state's unique aquatic resources for current and future generations. The act is set to take effect on July 1, 2050.
