This bill requires landlords to replace a tenant's dwelling door lock within 24 hours if the tenant or a member of their household is a victim of domestic violence and fears further harm, as defined by Social Services Law section 459-a. The tenant must provide a written attestation of their situation, and while the landlord can request documentation like an order of protection or a police report, they must still comply with the lock replacement request promptly. If the landlord fails to act within 24 hours, the tenant can change the lock themselves and deduct the cost from their rent, provided they give the landlord a key. Landlords cannot charge extra rent, deposits, or fees for this service. Violations will result in civil penalties, starting at $100 for the first 24-hour delay and increasing for subsequent delays, up to $500 for each additional 24-hour period. This provision does not apply if the perpetrator is a lawful occupant of the dwelling.
