This bill requires landlords to replace the lock on a tenant's dwelling door within 24 hours after the tenant provides proof of an alleged domestic violence incident. Proof can include a police report, restraining order, court document, or signed attestation of a domestic violence incident. If a landlord fails to replace the lock, they will face escalating civil penalties: $100 for not replacing the lock within 24 hours, $250 for not replacing the lock within 48 hours, and $500 for each additional 24-hour period after the initial 48 hours until the lock is replaced. The bill amends both the Real Property Law and the Multiple Dwelling Law to apply these requirements to different types of rental properties, ensuring tenants who may be at risk of further domestic violence can quickly secure their living space by changing their locks. This legislation aims to provide an additional layer of protection and safety for tenants who have experienced or are experiencing domestic violence.
