This bill requires higher education research facilities that use dogs or cats in research to provide more transparency about their adoption practices. Specifically, these facilities must now post on their website a detailed adoption policy explaining how they determine which animals are suitable for adoption. Starting January 1, 2026, they must also publish an annual report that includes the total number of dogs and cats released for adoption through private placement and to animal rescue organizations, as well as a list of those specific organizations.
