This bill amends Oregon state law regarding student use of personal electronic devices (PEDs) in schools, fundamentally changing existing regulations. The bill defines PEDs as portable, electrically powered devices capable of making calls, sending texts, and accessing the internet independently from school networks, excluding laptops and devices used for academic purposes. The proposed legislation requires school districts to adopt a policy that prohibits students from using personal electronic devices during the entire school day, including instructional hours, passing periods, and meal times. However, the bill allows exceptions for students who need to use PEDs due to specific medical conditions, individualized education programs (IEPs), or 504 education plans. School districts must develop and communicate a policy that outlines consequences for students who violate the PED usage restrictions. The policy must be made available to school personnel, students, and parents or guardians. Importantly, school districts that fail to implement and enforce this policy will be considered "nonstandard" under existing state education regulations, potentially subjecting them to additional oversight or penalties.
