This bill aims to improve dental care reimbursement rates for medical assistance recipients in Oregon by directing the Oregon Health Authority (OHA) to establish per member per month rates for specific dental services at no less than 59.8 percent of the average nationwide insurance rates. The bill defines a "dental care organization" as a prepaid managed care health services organization providing dental services and requires coordinated care organizations to reimburse these organizations at the rates set by OHA. The bill covers four specific types of dental services: adult and children's prophylactic services, two-surface composite restorations, and upper and lower dentures. OHA must annually review and revise these reimbursement rates as needed and will be required to report to legislative health committees at least every two years on the effectiveness of these rates in increasing dental service access for medical assistance recipients. The provisions will apply to new, amended, or renewed contracts between coordinated care organizations and OHA, become operative on January 1, 2026, and take effect 91 days after the adjournment of the 2025 regular legislative session.
