AI Summary
This bill establishes the Civil Rights Restoration Act, which introduces several significant changes to firearm licensing and related legal processes in New York. The bill provides enhanced protections for individuals in proceedings that could impact their Second Amendment rights, including requiring clear and convincing evidence, guaranteeing a right to counsel, preventing firearm destruction without a court order, and mandating written notification to individuals reported to law enforcement databases that could affect their firearm rights. The legislation expands the definition of immediate family for firearm transfers to include parents and siblings, exempts individuals with sincere religious beliefs from providing photographs for firearm licenses, and removes the requirement for ammunition sellers to register with the state police. Additionally, the bill introduces penalties for falsely reporting an individual's involuntary commitment, requires state agencies to correct false reports within seven days, and prohibits using medical records for routine law enforcement reporting about firearm ownership. The bill also mandates that law enforcement agencies publish an annual inventory of destroyed firearms and repeals several existing provisions related to mental health reporting and firearm licensing.
