Bill Summary

AN ACT to amend the education law, in relation to allowing a licensed pharmacist to order and administer certain tests; and to amend part C of chapter 57 of the laws of 2022 amending the public health law and the education law relating to allowing pharmacists to direct limited service laboratories and order and administer COVID-19 and influenza tests and modernizing nurse practitioners, in relation to the effectiveness thereof

AI Summary

This bill expands the types of medical tests that licensed pharmacists in New York are authorized to order and administer. Currently, pharmacists can direct limited service laboratories and order tests for COVID-19 and influenza, but the bill now allows them to also order and administer tests for respiratory syncytial virus (RSV), pharyngitis caused by Group A streptococcal infection, HbA1c (a diabetes-related blood test), hepatitis C, and human immunodeficiency virus (HIV). These tests must be authorized by the Food and Drug Administration (FDA) and subject to federal clinical laboratory improvement act requirements. Additionally, the bill extends the sunset provision for these pharmacist testing capabilities from July 1, 2026, to July 1, 2028, effectively giving pharmacists more time to provide these expanded testing services. The bill aims to increase access to medical testing by allowing pharmacists to play a broader role in diagnostic services.
