Bill Summary

AN ACT to amend the education law, in relation to allowing a licensed pharmacist to order and administer certain tests; and to amend part C of chapter 57 of the laws of 2022 amending the public health law and the education law relating to allowing pharmacists to direct limited service laboratories and order and administer COVID-19 and influenza tests and modernizing nurse practitioners, in relation to the effectiveness thereof

AI Summary

This bill expands the types of medical tests that licensed pharmacists in New York can order and administer. Currently, pharmacists are authorized to direct limited service laboratories and order COVID-19 and influenza tests. The proposed legislation would broaden their testing capabilities to include respiratory syncytial virus (RSV), pharyngitis caused by Group A streptococcal infection, HbA1c (a test for diabetes management), hepatitis C, and HIV tests. These additional tests must be authorized by the Food and Drug Administration (FDA) and comply with federal clinical laboratory improvement act requirements. The bill also extends the sunset date for these expanded pharmacy testing capabilities from July 1, 2026, to July 1, 2028, which means the provisions allowing pharmacists to conduct these tests will remain in effect until that date. By expanding pharmacists' testing roles, the legislation aims to increase access to medical testing and potentially reduce the burden on traditional healthcare settings.
