Bill Summary
AN ACT to amend the insurance law, in relation to requiring insurance coverage for lactation support services
AI Summary
This bill requires insurance policies to cover outpatient lactation support services provided by a certified lactation consultant, who is a licensed healthcare professional with an International Board Certified Lactation Consultant (IBCLC) credential, to help with and prevent infant feeding problems. While insurance plans may still have deductibles, coinsurance, and copayments similar to other benefits, this coverage is mandated unless the services are rated 'A' or 'B' by the United States Preventive Services Task Force or align with guidelines from the Health Resources and Services Administration. The bill also clarifies that this does not prevent insurance companies from managing or reviewing services or requiring them to be provided by in-network providers, and it will take effect on January 1, 2028, applying to policies issued or renewed on or after that date.
