This bill requires health insurance policies in New York to provide outpatient coverage for comprehensive lactation support services delivered by a certified lactation consultant. Specifically, the bill defines a "lactation consultant" as a healthcare professional licensed under New York education law who holds the International Board Certified Lactation Consultant (IBCLC) credential and is in good standing with the international board of lactation consultant examiners. The lactation consultant must be able to evaluate and manage lactation and infant feeding problems and provide preventive clinical consulting. The coverage can be subject to annual deductibles, coinsurance, and copayments, but must be consistent with other benefits in the policy. If the lactation support services have an 'A' or 'B' rating from the United States Preventive Services Task Force or are supported by the Health Resources and Services Administration, they may be covered without additional cost-sharing. The bill applies to insurance policies issued, renewed, modified, altered, or amended on or after January 1, 2027, and covers multiple types of health insurance policies including individual, group, and hospital insurance plans.
