This bill requires hospitals to provide specific support and information to women experiencing fetal death or miscarriage. When a fetal death occurs in a hospital or a woman is being treated for a miscarriage, the hospital must provide her or her designee with a physical or digital copy of a form developed by the State Department of Health, and a hospital staff member must verbally explain that the woman or her family can request certain certificates. The form, which must be published on the department's website, will explain the processes for requesting a fetal death certificate and a certificate of birth resulting in stillbirth, and include contact information for the Division of Vital Records. The purpose of this legislation appears to be ensuring that women experiencing pregnancy loss are informed about and can easily access official documentation related to their experience. The bill will become effective on November 1, 2025, giving hospitals and the State Department of Health time to prepare for implementing these new requirements.
