This bill requires all public, private, and charter schools in Hawaii to include cardiopulmonary resuscitation (CPR) instruction in at least one health education class required for high school graduation, starting in the 2026-2027 school year. The CPR instruction must include hands-on practice and align with current, nationally recognized emergency care guidelines. The instruction can be taught by both formally trained community volunteers and licensed teachers (who do not need additional formal training). Schools are permitted to waive the requirement for students with disabilities who cannot participate in hands-on practice. The bill also provides liability protection for state, county, and organizational entities involved in sponsoring or supporting the CPR instruction, ensuring that no civil damages can be sought against these entities or employees if something goes wrong during or as a result of the instruction. This legislation aims to improve students' emergency response skills by ensuring they learn a potentially life-saving technique before graduating high school.
