This bill requires the Department of Land and Natural Resources (DLNR) to conduct a comprehensive carrying capacity study of the Kikiaola Small Boat Harbor in Kauai, which aims to evaluate the sustainable use of the harbor's resources. The study must assess the maximum number of people and activities the harbor can support without causing damage to natural and cultural resources, evaluate existing use restrictions and management practices, investigate whether commercial tour operators have expanded their operations without proper review, and propose long-term management strategies to minimize human impact on the harbor's ecosystem. As part of the study, DLNR must consult with Kauai County, community organizations, and other relevant entities. The department is mandated to submit a detailed report with findings and recommendations to the legislature by late 2025, in preparation for the 2026 legislative session. The bill also appropriates an unspecified amount of general state revenues to fund this study, with the funds to be expended by DLNR, and specifies that the act will take effect on July 1, 2025.
