This bill amends Hawaii's existing law to require the Department of Corrections and Rehabilitation to assist inmates in obtaining critical identification documents, including civil identification cards, birth certificates, and social security cards, earlier in their incarceration. Previously, the department was only required to help inmates with identification documents within one year of their release, but the new law mandates that the department start the process as soon as practicable and at least one year before an inmate's parole or release date. For inmates in work furlough, extended furlough, or community placement programs, the department must now provide necessary forms for obtaining identification documents at least 90 days before release. Importantly, the bill includes a provision that even if the department fails to meet these specific deadlines, they are still obligated to assist inmates in obtaining these crucial documents. The goal of these changes is to help inmates more effectively transition back into society by ensuring they have the identification documents necessary to secure employment, access social services, verify Medicaid eligibility, and find housing.
