This bill modifies existing Hawaii law to require the Department of Corrections and Rehabilitation to proactively assist inmates in obtaining essential identification documents, expanding upon previous requirements. The bill mandates that the department collaborate with various agencies to help inmates obtain civil identification cards, birth certificates, social security cards, and other critical documents necessary for successful reentry into society. Unlike the previous law, which only assisted inmates within one year of release, this bill requires the department to help inmates obtain these documents as soon as practicable and at least one year before their parole or release date. For inmates in work furlough, extended furlough, or community placement programs, the department must initiate the identification document process by providing the necessary forms at least ninety days before release. The goal of these changes is to better support inmates in accessing workforce opportunities, social services, healthcare, and housing by ensuring they have proper identification documentation before leaving correctional facilities. The bill is set to take effect on July 1, 3000 (which appears to be a placeholder date).
