This bill modernizes the process for changing sex designations on birth certificates and identification documents in Maryland. It allows individuals to more easily obtain a new birth certificate with a different sex designation by removing previous requirements for medical certification of gender transition or intersex conditions. Instead, individuals can now request a new birth certificate by submitting a written request under penalty of perjury. The bill expands sex designation options to include female, male, or unspecified/other, with the unspecified/other option being marked with an "X" on the document. For birth certificates, the new document will not be marked as amended and will not show any previous changes. Similarly, for driver's licenses, identification cards, and moped operator's permits, applicants can choose from the same sex designation options. These changes aim to provide more flexibility and autonomy for individuals in documenting their gender identity, with the new provisions set to take effect on October 1, 2025.
