This bill updates training requirements for prescribers of pain medications by modifying existing public health law. The commissioner of health, in consultation with education and addiction services departments, will establish and periodically update standards for training that cover pain management, palliative care, and addiction. The training requirements will now include expanded content such as state and federal controlled substance prescribing regulations, pain management techniques, preventing and recognizing substance use disorders, and methods to reduce overdose risks. Specifically, for healthcare professionals renewing their registration after July 1, 2026, the training must include techniques to minimize overdose risks and information about becoming a buprenorphine prescriber (a medication used to treat opioid addiction). Additionally, the bill updates terminology from "alcoholism and substance abuse" to "addiction services and supports" and from "addiction" to "substance use disorder", reflecting more current and person-centered language. The bill will take effect 120 days after becoming law, with preparatory regulatory work authorized immediately.
