This bill mandates that the commissioner of the Department of Health and Human Services must submit a comprehensive annual report detailing all expenses incurred by the Division for Children, Youth and Families, including personnel costs, and all funding sources. This report, due by September 1st each year, is to be provided to the joint legislative fiscal committee, the speaker of the house, the president of the senate, and relevant legislative committees. The bill also requires the report to specify details about each position reporting to the associate commissioner overseeing the division, such as whether the position is statutorily authorized or created by the commissioner, its full-time or part-time status, whether it's temporary or permanent, filled or vacant, its job classification and pay grade, and if it's exclusively for the division or shared with other departments. Furthermore, if a position is funded by federal contracts, the specific contract and federal funds must be identified. The commissioner must also provide quarterly updates on any changes to personnel or delegated authority within the division.
