This bill creates a new type of distinctive license plate in New York for members, supporters, and veterans of the United States Army's 10th Mountain Division. The bill allows three specific types of license plates: one for current members of the division, another for supporters, and a third for veterans. Each plate will feature the 10th Mountain Division insignia and specific identifying text. Applicants must submit an application to the motor vehicle commissioner, and for members and veterans, there will be a verification process to confirm their status. The plates will be issued with the standard registration fee plus an additional $20 annual service charge. Most of the service charge will go to the Department of Motor Vehicles' distinctive plate development fund, with any amount over $2,500 being directed to the Northern New York Community Foundation for their scholarship program. Before the plates can be produced, the bill requires either a $6,000 surety bond or a minimum of 200 pre-orders. If 200 plates are not sold within two years, the department can recover a proportional amount from the bond. The bill will take effect 180 days after becoming law, allowing time for implementation.
