This bill requires public utilities in Oklahoma to develop and maintain an energy security plan designed to ensure a reliable and resilient energy supply. Specifically, the plan must identify and assess potential events that could disrupt energy supply, develop strategies for responding to and recovering from such disruptions, and include public communication measures that notify residents about potential energy interruptions and ways they can help prevent or mitigate these disruptions. Public utilities must update this energy security plan at least once per year and make it publicly available on their website. The law defines "public utility" according to existing Oklahoma statutes (Section 151 of Title 17) and will take effect on November 1, 2025. The goal of the bill appears to be improving energy infrastructure preparedness and transparency by requiring utilities to proactively plan for and communicate about potential energy supply challenges.
