This bill introduces a new administrative rule review process that requires all permanent rules created or amended after the bill's effective date to automatically terminate one year after implementation. To continue a rule beyond its initial one-year period, the Legislature must explicitly approve its renewal through a joint resolution. Agencies wanting to renew a rule must submit a formal request to the Legislature between four to six months before the rule's termination date, and this request must include a demonstration of the rule's necessity and a cost-benefit analysis. The agency is also required to publish the renewal request on its website. The Secretary of State must notify the originating agency at least four months before a rule's termination date. Importantly, the Legislature retains the ability to repeal a rule at any time before its automatic termination. The bill is set to become effective on November 1, 2025, and aims to create more legislative oversight and accountability in the state's administrative rulemaking process by ensuring regular review and justification of existing rules.
