AI Summary

This bill creates a new on-the-job training work experience program administered by the Department of Labor and Industrial Relations that will allow the state to contract with private sector employers and registered apprenticeship programs to provide internships for high school and college students. The program will reimburse employers up to $20 per hour for intern wages, with specific requirements for both interns and employers. Eligible interns must be Hawaii residents aged 16 or older, currently enrolled in high school or college (or graduated within one year), and pass a criminal background check. Employers must provide meaningful work experience, pay at least $20 per hour, provide a mentor, ensure interns do not displace regular workers, and contribute 50% in cost-sharing benefits. Private sector employers will be limited to hosting five interns at a time, and internships will be limited to 12 weeks for college students and 6 weeks for high school students, with possible extensions. The bill also amends workers' compensation coverage to ensure the State is considered the responsible employer for these interns. Additionally, the Department of Labor and Industrial Relations will be required to submit an annual report to the legislature detailing the program's outcomes, number of participants, and progress. The underlying goal is to create more opportunities for students to gain practical work experience, support economic growth, and address workforce development needs in Hawaii.
