This bill creates the Human Trafficking Awareness and Education Program within the Oklahoma State Bureau of Narcotics and Dangerous Drugs Control, authorizing the Director to hire an Administrator to oversee the program. The program is designed to develop a comprehensive approach to human trafficking education in local schools, including creating objective criteria and guidelines for human trafficking prevention curricula, establishing model policies for addressing human trafficking issues, developing strategies to encourage schools to employ counselors trained in human trafficking prevention, and creating guidelines for teacher training on the topic. Importantly, the bill gives school district boards of education the final say on curriculum implementation, mandating that they must conduct a presentation for parents and guardians at least one month before instruction begins and allowing parents to opt their children out of the instruction by submitting a written objection. The training requirements specify that certified teachers must complete human trafficking prevention training in their first year of employment with a school district. The bill is set to become effective on November 1, 2025, and will be codified as Section 2-1201 of Title 63 in the Oklahoma Statutes.
