This bill expands Hawaii's existing restrictions on detachable ammunition magazines by prohibiting the manufacture, possession, sale, trade, gift, transfer, or acquisition of detachable magazines with a capacity over thirty rounds that are designed for or capable of use with any firearm other than a pistol. The bill builds upon previous legislation that banned magazines with over ten rounds for pistols by now extending similar restrictions to other types of firearms. Importantly, the bill includes a grandfather clause that allows individuals to keep detachable magazines with over thirty rounds that were legally obtained before January 1, 2026, which is the effective date of the legislation. The bill does not affect any rights, penalties, or legal proceedings that existed prior to its implementation, and it maintains existing exemptions for magazines that have been modified to accept ten or fewer rounds and cannot be easily restored to a higher capacity.
