AI Summary
This bill, titled "Vital records; requiring certificates of birth to contain accurate biological sex designations; clarifying certain requirement and prohibitions; emergency," aims to ensure that birth certificates accurately reflect a person's biological sex as identified at the time of birth, prohibiting any amendments to change this designation to reflect gender identity, nonbinary designations, or symbols like "X." The legislation clarifies that previous laws were intended to maintain biological sex designations on birth certificates and were not meant to allow for changes based on gender identity. It amends existing statutes related to the creation and amendment of birth certificates, including those for delayed registrations and new certificates issued after adoptions, to explicitly state that the biological sex designation must be accurate as identified at birth and cannot be altered. The bill also includes a declaration of emergency, meaning it will take effect immediately upon passage and approval.
