This bill requires the Council on Law Enforcement Education and Training (CLEET) and the Department of Mental Health and Substance Abuse Services to collaborate on developing a voluntary specialized training program for law enforcement officers to improve their response to mental health crisis situations. Under this program, officers who voluntarily participate and complete the training requirements will be designated as "law enforcement mental health specialists." The purpose is to enhance law enforcement's ability to effectively and compassionately handle calls involving individuals experiencing mental health crises. Both CLEET and the Department of Mental Health and Substance Abuse Services are authorized to create and promulgate rules that will govern the implementation of this training program. The bill will take effect on November 1, 2025, providing time for the agencies to develop the program's specifics and prepare for its rollout.
