This bill amends Oklahoma's existing utility regulations by adding a new reporting requirement for retail electric service providers. Specifically, any electric service provider that extends service to a large electric-consuming facility (1,000 kilowatts or larger) outside its certified territory must submit a comprehensive annual report to the Oklahoma Corporation Commission by January 31st each year. The report must demonstrate that the special tariffs used for these out-of-territory services are truly cost-based and do not unfairly subsidize or get subsidized by other rate classes. The Corporation Commission is also required to develop and promulgate rules specifying the exact data and information that must be included in these annual reports. This requirement aims to ensure transparency and fairness in how electric service providers handle service extensions to large facilities outside their primary service territories, with the goal of preventing unfair cost shifting to residential consumers. The bill will become effective on November 1, 2025.
