This bill modifies Oklahoma's laws regarding school board vacancies and candidate filing, shifting from an appointment-based system to an election-based process for filling board vacancies. Specifically, the bill requires that board vacancies be filled through elections rather than appointments, with candidates filing declarations of candidacy during a special filing period of Monday through Wednesday, at least ten days after a seat becomes vacant. For vacancies declared within the first fourteen days of November, the regular election process will be used; at other times of the year, a special election will be called.
