This bill modifies regulations surrounding student athletes' name, image, and likeness (NIL) activities by requiring postsecondary institutions to offer comprehensive financial literacy training. Specifically, institutions must provide at least three financial literacy workshops annually, with two workshops being at least five hours long and focusing on foundational financial topics such as budgeting, taxes, contracts, credit management, savings, investments, and entrepreneurship. The workshops cannot include marketing or solicitations by financial service providers. Institutions may also offer a financial literacy course for academic credit with similar content. Student athletes will be required to either participate in these workshops or complete the financial literacy course within their first two semesters of engaging in NIL activities, and failure to do so will result in the loss of their NIL eligibility. The bill further allows postsecondary institutions to provide professional support services like contract review and tax preparation to student athletes, with the stipulation that these services must be free of charge and without conflicts of interest. Additionally, the bill maintains existing provisions about student athletes' use of institutional marks and prohibitions on agreements that could negatively impact the institution's reputation. The bill includes an emergency clause, meaning it will take effect immediately upon passage and approval.
