This bill provides for the dissolution of the Office of Management and Enterprise Services (OMES) effective January 1, 2026, by establishing the OMES Duties Intervention Now (ODIN) Task Force to help plan and recommend how OMES's duties will be reassigned to other state agencies. The task force will consist of 15 members, including representatives from the Oklahoma House of Representatives, State Senate, Governor's office, and key OMES and state leadership positions such as the Executive Director of OMES, State Chief Financial Officer, and State Comptroller. The task force is required to provide comprehensive recommendations to the Legislature and Governor by November 1, 2025, with the Oklahoma House of Representatives responsible for providing necessary staff support for task force meetings. The bill includes an emergency clause and will become effective on July 1, 2025, allowing time for a structured transition of OMES's responsibilities to ensure continuity of government services.
