This bill revises the process for how school administrative units (SAUs), which are groups of school districts that share administrative services, adopt their annual budgets. It removes an alternative budget adoption procedure that some SAUs were using and establishes a new, standardized process for all SAUs, including those that are a single school district. Under the new procedure, SAU budgets will be presented as a separate article at each constituent school district's annual meeting, with specific wording for the warrant article that includes the proposed budget amount and the amount allocated to that specific district. The bill also clarifies that single-district SAUs are exempt from certain requirements of the SAU chapter but must still adopt a budget and hold public hearings. Importantly, the bill repeals the existing alternative budget adoption procedures (RSA 194-C:9-a and RSA 194-C:9-b) and specifies that the changes to budget caps will apply retroactively.
