This bill establishes the Return to Teach Signing Bonus Act, which creates a financial incentive program to encourage experienced teachers to return to teaching in Oklahoma public schools. Beginning in the 2025-2026 school year, teachers who meet specific criteria can receive a $35,000 signing bonus. To qualify, applicants must have at least three years of prior teaching experience with a valid teaching certificate from various recognized authorities, have not worked in an Oklahoma public school district in the past year, and commit to teaching full-time in the state for a minimum of five years. Participants must submit proof of previous employment and their new teaching position, and attest to the accuracy of their application. The State Department of Education will verify applicant information and distribute bonuses by October 31 or within 30 days of the school year's start. If a participant provides false information or fails to complete the five-year teaching commitment, they must repay a proportional amount of the bonus. Importantly, this signing bonus will not be included in salary calculations for minimum salary schedules or retirement system contributions. The State Board of Education will develop specific rules to implement the program, which is subject to funding availability.
