This bill authorizes the Hawaii Department of Education to establish a program that awards high school diplomas to specific groups of veterans and individuals whose education was disrupted by military service during World War II, the Korean War, or the Vietnam War. The program is designed to recognize individuals who were unable to complete their high school education due to compulsory or voluntary military induction or wartime practices such as internment. To be eligible, a person must have been a resident of Hawaii (or the Territory of Hawaii) and enrolled in a high school during specific time periods: December 1, 1941, to August 30, 1945 (World War II), June 1, 1950, to July 31, 1953 (Korean War), or August 1, 1964, to January 31, 1973 (Vietnam War). Applicants must not have completed their high school curriculum and received a diploma during these periods. To apply, qualified individuals must submit information establishing their eligibility to the department using prescribed forms. This bill extends a previous program that was set to expire on June 30, 2020, and provides an opportunity for veterans and those affected by wartime disruptions to receive formal recognition of their educational potential.
