This bill establishes the "Partners in Housing" program, an initiative under the Housing Champions Fund, to help municipalities, counties, and developers build workforce housing, which includes starter homes, duplexes, and small apartment buildings, on suitable municipally or county-owned land. The bill also makes changes to how towns manage their property, allowing select boards more flexibility in leasing town property and enabling them to identify land suitable for residential development. This identified land will be compiled into a publicly available list by the office of planning and development, which will then be prioritized for funding through the Partners in Housing Program. Developers receiving funding must ensure at least 20 percent of the housing units are affordable for at least 20 years. The bill appropriates $150,000 for the fiscal year ending June 30, 2025, to support the creation of this list of properties.
