This bill creates the Oklahoma National Guard CareerTech Assistance Program, which provides tuition assistance to eligible members of the Oklahoma National Guard who enroll in technology center schools. To be eligible, Guard members must have a high school diploma or GED, have at least one year remaining on their enlistment contract, and agree to maintain good standing in the National Guard for at least 24 months after receiving assistance. The program will cover tuition costs for career and technology programs leading to certification or licensure, with a maximum of three years of support. Participants must maintain a minimum 2.0 GPA, make satisfactory academic progress, and maintain their Military Occupational Specialty. If a participant fails to meet the service requirements, they may be required to repay a prorated portion of the assistance, though hardship waivers are available. The bill establishes a new revolving fund in the state treasury to support the program, with funding from state appropriations. The program will be jointly administered by the State Board of Career and Technology Education and the Military Department, with each responsible for creating implementation rules and regulations. The act is set to become effective on July 1, 2025, with an emergency clause allowing immediate implementation upon passage.
