This bill modifies Oklahoma's motor vehicle laws by updating the definition of a "street-legal utility vehicle" and expanding its permitted use on highways. Specifically, the bill increases the minimum speed capability of street-legal utility vehicles from 45 to 50 miles per hour and allows these vehicles to be operated on U.S. highways in counties with fewer than 75,000 residents. In counties with populations over 75,000, registered street-legal utility vehicles can now operate on U.S. highway stretches with speed limits of 50 miles per hour or less. The bill maintains existing requirements that street-legal utility vehicles have specific safety features like bench seats, safety belts, and required vehicle equipment, and that operators be at least 16 years old with a valid driver's license. Importantly, these vehicles remain prohibited from operating on the Interstate Highway System. The legislative changes aim to provide more flexibility for utility vehicle use while maintaining safety standards, and the bill is set to take effect on November 1, 2025.
