This bill authorizes the Oklahoma State Board of Education to establish community school pilot projects, which are defined as public schools that provide comprehensive, tailored services and supports designed by families, educators, community organizations, and local governments. Under this legislation, the State Board may award grants to school districts to create these pilot projects, which can encompass entire districts, individual school sites, or combinations of sites. The pilot projects must include four minimum elements: a designated community school coordinator who receives leadership training, a comprehensive needs assessment involving multiple stakeholders (including parents, community leaders, teachers, administrators, and students), site-based collaborative leadership practices, and an ongoing stakeholder engagement process. When possible, projects should also address additional components like strengthened academic programs, expanded learning opportunities, and integrated student supports. The bill allows the State Board to create rules and regulations for these projects and help districts access federal start-up funds. The legislation will become effective on November 1, 2025, and represents an innovative approach to creating more holistic, community-centered educational environments that respond directly to local needs and involve multiple stakeholders in school improvement efforts.
