This bill modifies Indiana's long-term care insurance partnership program by extending the deadline for the office of the secretary of family and social services to reapply for a Medicaid state plan amendment from September 1, 2021, to September 1, 2025. The bill requires the office to seek approval from the U.S. Department of Health and Human Services for a state plan amendment that establishes a new long-term care partnership program and discontinues the existing long-term care program. If approved, the office must implement the amendment within 60 days and publish a notice in the Indiana Register. In the event the state plan amendment is not approved, the office and department of insurance are required to study the affordability and cost-effectiveness of the current long-term care program and potential partnership programs, solicit expert opinions, and submit a report to the legislative services agency by December 1, 2026. The bill also ensures that individuals who purchased qualified long-term care policies before the program's discontinuance will remain eligible for asset disregard, even if their policies do not meet all current standards.
