This bill requires the Oklahoma State Board of Education to develop a comprehensive program of positive character traits and personal skills education for students from pre-kindergarten through 12th grade. The program must include specific character traits such as courage, trustworthiness, integrity, respect, responsibility, fairness, caring, good citizenship, school pride, and gratitude. The State Department of Education is mandated to provide technical assistance, a list of approved character education programs and materials, an honor roll recognizing schools with successful implementations, and a recommended reading list. Additionally, before implementing this program, public school districts and charter schools must first consult with a committee consisting of parents, legal guardians, classroom teachers, and other community members. The bill removes previous provisions for awarding grants for pilot projects and modifies existing language about character education. The act will become effective on July 1, 2025, and is being declared an emergency measure to ensure immediate implementation.
